Last week the Whitehouse and the Department of Treasury issued concurrent statements.
The WhiteHouse released an Executive Order titled, Blocking the Property of Persons Involved in Serious Human Rights Abuse or Corruption. The Treasury Department released a statement titled, Global Magnitsky Sanctions and a list of people who are now under sanctions.
“I, therefore, determine that serious human rights abuse and corruption around the world constitute an unusual and extraordinary threat to the national security, foreign policy, and economy of the United States, and I hereby declare a national emergency to deal with that threat,” according to the EO by President Donald J.Trump

The Global Magnitsky Sanctions is not new. It is based on the Magnisky Act. Also known as Russia and Moldova Jackson–Vanik Repeal and Sergei Magnitsky Rule of Law Accountability Act of 2012.
According to the Treasury Department,
The E.O. implements the provisions of the Global Magnitsky Human Rights Accountability Act (“Global Magnitsky Act,” Public Law 114-328, Subtitle F), which was signed into law on
December 23, 2016.
This bill, signed by President Barack H. Obama, authorizes the President to impose U.S. entry and property sanctions against any foreign person (or entity) who:
- is responsible for extrajudicial killings, torture, or other gross violations of internationally recognized human rights committed against individuals in any foreign country seeking to expose illegal activity carried out by government officials, or to obtain, exercise, or promote human rights and freedoms;
- acted as an agent of or on behalf of a foreign person in such activities;
- is a government official or senior associate of such official responsible for, or complicit in, ordering or otherwise directing acts of significant corruption, including the expropriation of private or public assets for personal gain, corruption related to government contracts or the extraction of natural resources, bribery, or the facilitation or transfer of the proceeds of corruption to foreign jurisdictions; or
- has materially assisted or provided financial, material, or technological support for, or goods or services in support of, such activities.
The authority to block and prohibit transactions in property and property interests shall not include the authority to impose sanctions on the importation of goods (any article, natural or man made substance, material, supply or manufactured product, including inspection and test equipment, excluding technical data).
The President shall, after receiving a request from the chairperson and ranking member of one of the appropriate congressional committees with respect to whether a foreign person has engaged in a prohibited activity:
- determine if the person has engaged in such an activity; and
- report to the chairperson and ranking member whether or not the President imposed or intends to impose specified sanctions against the person.
Sanctions shall not apply to an individual as necessary for law enforcement purposes, or to comply with the Agreement between the United Nations (U.N.) and the United States regarding the U.N. Headquarters or other applicable international obligations of the United States.
The President may terminate sanctions under specified conditions.
The Assistant Secretary of State for Democracy, Human Rights, and Labor may submit to the Department of State the names of foreign persons who may meet the sanctions criteria.
(Sec. 4) The President shall report to Congress annually regarding each foreign person sanctioned, the type of sanctions imposed, and the reason for their imposition.
Many of the names on the list with the Department of the Treasury have ties to the Clinton Foundation.
According to THIS article by Radio Free Europe, names on the list are also “Crime Bosses from Russia” who have a history of scandalous behavior, including money laundering.
It looks like the end of 2017 is going to bring a shift in the FBI’s investigation into Russian Collusion. More sanctions are expected in the last remaining days of December.
Two Men Arrested for Planning Terrorist Attack on Trump Tower in Support of ISIS
They’re from South Carolina and Texas.
The FBI has arrested two men and charged them with planning terrorist attacks on locations such as New York’s Trump Tower in support of the Islamic State of Iraq and Syria.
Kristopher Sean Matthews of South Carolina and Jaylyn Christopher Molina of Texas have been charged with conspiring to provide material support or resources to a designated foreign terrorist organization.
Matthews adopted the pseudonym Ali Jibreel, and Molina the name Abdur Rahim.
The pair allegedly plotted to attack government facilities and New York’s Trump Tower, discussing their plans in jihadist chatrooms. They were busted by federal informants within these honeypots.
“We need to stick together, we need to defeat them, we need to take a lot of casualties,” said Molina of the pair’s plotting. Molina spoke of his allegiance to ISIS in the server. “You are my enemy (America) and never will I wear your flag … but I will raise the black flag of Allah.”
They also spoke of the proposition of traveling to Syria in order to fight for ISIS, an idea that would’ve almost certainly resulted in their quick capture or death. American citizens caught fighting for ISIS on foreign battlefields have proven to be a legal nightmare for American military and civil law to manage.
Both were arrested on Monday. They face a maximum penalty of twenty years in prison, with a lifetime of supervised release.
These clowns didn’t get very far in actually planning acts of violence in support of ISIS, and they seem to have somewhat missed the boat- ISIS has largely been defeated by American-backed Kurdish militias and the Iraqi and Syrian governments. But they deserve punishment nonetheless.
