President Donald Trump has made the decision to declare a national emergency to build the southern border Wall in the immediate aftermath of the Neil Gorsuch and Brett Kavanaugh Supreme Court appointments, according to Senate Majority Leader Mitch McConnell. President Trump is prepared to re-allocate congressional spending devoted to other ventures including in Puerto Rico to build the wall in full.
House speaker Nancy Pelosi is contributing to the Wall effort with between $1-2 billion. Her contributions have some strings attached on them that do not apply to the spending reserved for the national emergency portion of this construction project.
