Liberty Conservatives Thomas Massie & Warren Davidson Put Forward Constitutional Amendment Prohibiting Illegal Aliens From Being Counted in States’ Congressional Representative Allotment

Kentucky Congressman Thomas Massie and Ohio Congressman Warren Davidson recently put forward an amendment to the United States Constitution that would redefine the apportionment of Congressional representation to be based on a state’s number of citizens as opposed to by “persons” as it’s done in the present. 

The bill would effectively get rid of the massive advantage California enjoys due to the large population of illegal aliens in the state making a significant contribution toward its large congressional delegation.

The bill in question is House Joint Resolution 37. Per Davidson, this bill would lower California’s congressional representation ranging from 5 to 7 members of the House. 

In a post on X, the platform formerly known as Twitter, Davison wrote “Congressional districts should be drawn based on the population of US citizens only. The Census should specifically count US citizens for apportionment of representation. Only US citizens are represented by the US Congress. California has 5-7 extra members of Congress because the Census uses the total population. I have legislation that would end that practice”

For his part, Massie made the following post on X about the amendment proposal: 

Currently, Congressional districts are apportioned to states based on the population of citizens and NONCITIZENS which gives states with numerous illegal aliens an advantage in Congress and in the Electoral College.

Such an amendment is a solid step in containing the nasty effects of mass migration. However, it’s simply not enough. The US needs stronger measures  — immigration moratorium, E-Verify, and ending birthright citizenship, etc. — to fully secure its border and stop the mass migration onslaught that elites have been waging on it for decades.

Now is not the time to implement half-measures.
