According to Senate Majority Leader Mitch McConnell, Trump is moments away from signing the troublesome Budget Bill, which grants a small fraction of his requested money for border security, and makes building a wall virtually impossible.
But instead of accepting defeat, he will also be issuing a national emergency declaration at the same time he signs the bill.
“I’ve just had an opportunity to speak with President Trump,” McConnell explains from the Senate Floor. “He’s prepared to sign the bill. He will also be issuing a national emergency declaration at the same time.”

Issuing a national emergency will allow President Trump to build the wall without any approval from Congress, as Under Secretary of Defense for Policy John Rood explained recently.
“That use of authority [declaring a national emergency] would authorize the Secretary of Defense to erect barriers, roads, fencing, those type of materials to disrupt drug smuggling.”
